NAPCWA presents this award annually to a state or local public child welfare agency administrator who has demonstrated leadership, innovation, and a commitment to positive outcomes for children and families. Brenda’s nomination cited her vision and implementation of (you guessed it!) the Four Pillars Strategic agenda. It described achievements well known to all of us such as: “Donald has fast-forwarded the agency over the past two years from good but still struggling to focused, progressive, achieving, and poised for high performance.”
