A Vow to End Maryland’s Diversion of Foster Youth’s Benefits

WASHINGTON - Federal benefits for individual foster youth are routinely used by the vast majority of states to reimburse themselves for the cost of foster care placement. A bill that would have ended the practice in Maryland is unlikely to make it out of either the Senate or House committee to the floor for a vote. To their chagrin, that would effectively end supporters' efforts to enact the legislation until the General Assembly's 2015 session.
