Federal judge dismisses lawsuit against R.I. over foster care

A lawsuit that alleged systemic deficiencies in Rhode Island's child-welfare system, and accused the state of harming two named plaintiffs and failing thousands of other children, was tossed out of U.S. District Court, Providence, on Wednesday.
